Protect citizen data by default.
Citizen data belongs to the public. When governments use AI tools in health, welfare, or education, they must guard privacy. Do not hand citizen databases to commercial vendors without strict contractual boundaries.
Four safeguards for public data
- Specific use only: Only use data for the exact service the citizen requested.
- No vendor training: Forbid tech firms from using public data to train commercial products.
- Local storage: Store citizen records on secure domestic servers under national law.
- Independent audit: Appoint independent technical reviewers to inspect security and access logs.
